In case none of the other suggestions help, we found that user IDs for
NetServer were disabled without warning on our v7r1 system, Win7 Enterprise
environment. We *think* it was caused whenever we change our password on
the i. To re-enable, use either flavor of Navigator, expand the following:
My Connections, <your target system>, Network, Servers, TCP/IP. On the
right panel, showing the TCP/IP items, right-click on "IBM i NetServer" or
"i5/OS NetServer" (whichever one shows), then click on "Disabled User
IDs". If you find your user ID there, select it and click on "Enable User
ID".

Hope this helps.
