FWiW: For just about any release somebody might still have running, with the conspicuous *exception* of the IBM i 7.3 [i.e. v4r4 to v7r2, there are backups available of the SQL Package objects QSQLPKG2 and QSQXDPKG in a save file, stored on an IBM FTP server:

Perhaps somebody with IBM support, might nudge someone to do get the save file for v7r3 placed there as well.

p.s. Any word on preventive for the improper Service OIR information when the package(s) are created on the server rather than restored from a backup or restored for an install? For example, a PTF like was made for the past similar issue for the SQLPKG being re-created, but for n issue of incorrect public authority and object owner, from IBM i 6.1: APAR SE52297 "OSP-DB-MSGSQL0551 QSQLPKG2 PACKAGE PUBLIC *EXCLUDE AUTHORITY and WRONG OWNER"
