That is the proper effect for the different encoding schemes; i.e. the control character as code point 0x0A in ASCII represents the ␊ [Line Feed] character, and the same character in EBCDIC is the code point 0x25.

if they DON'T use a prepared statement, an explicit hex'0A' in the
SQL produces the desired hex'0A' in the field.

Given that seems the improper effect, that would seem the statement to review as problematic.
