I find it confusing when you reply to someone using someone else's email.
Perhaps it is a digest thing?

But have you tried the selection below?

I always keep this in my .sql files to use in Run SQL Scripts.

Select system_column_name, column_name, data_type, dds_type, length,
numeric_scale, column_text, column_heading, table_schema, table_name
From
SYSCOLUMNS2
Where table_name = 'FILE' and table_schema = 'LIBRARY';
