Just reading the thread in the middle of a *very* hectic day, so my
apologies beforehand if I haven't understood your problem properly...

You just want to associate a *.SQL file with ACS's RUN SQL Scripts under
Windows, right? If so, why don't you just config it using the "Tools->File
Associations" (Sorry, loose translation from Spanish) option available in
the main ACS Window?
