MPLUS has a subsystem monitor, it can alert you if the subsystem is not running.
It can also check for certain jobs running within a subsystem,
Or if the number of jobs falls below a number N.

We have a situation in which we want a Tomcat server running in its own subsystem, if available, but we can't guarantee that the subsystem is actually up, and we don't want it stuck in an inactive job queue.
