BTW, what version of IBM i, and how are you specifying "(millisecond
resolution)"? There's been a LOT of changes in how that resolution has
changed based on various versions of the OS. I've done some testing in
which I've achieved numerous entries with the last few digits of
milliseconds being the same.

Put your generator into a loop and generate 10,000 entries into a file.
Then you could run
select GeneratedString, count(*)
from TestTable
group by GeneratedString
having count(*) > 1
