Here's my final(?) solution...
I created a shortcut on the user's desktop that ran the command-line
version
"C:\ProgramData\Oracle\Java\javapath\java.exe -jar
"C:\Users\username\IBM\ClientSolutions\acsbundle.jar"
When run, this opens the ACS pgm and allows the user not only to download
to a File, but also directly into an open Excel sheet. I kid you not!
(I'm not good enough to make this one up.)
I feel like it's a bit of a Rube Goldberg but at this point, who cares?
It works!
Thank you to everyone who responded. If you have any final thoughts for
the archive, please feel free.

Today I downloaded and installed the latest 64-bit version of ACS on the

Windows 7 Dell 64-bit laptop
Windows 10 Dell 64-bit desktop
After installing ACS, I downloaded and installed the latest version of
Java on each. The Windows 7 machine is working great. When I try to
run ACS on the Windows 10 machine, it flashes something on the screen
(which disappears so quickly I'm not sure what it was - maybe a
window?), and then acts as if I had never tried to run it.
I've searched the midrange archives, and I've Gaagled it, and I cannot
seem to find an answer as to why this is happening (much less, a
solution).
Both machines are on the same network, in the same building. The only
difference in the installation was that I chose most of the options on
the Win7 machine, but only the Data Transfer option on the Win10.
If anyone has any words of wisdom on this issue, I would be grateful.
