So, apparently the tool I used runs under QUSER but somehow adopts QSECOFR
and ends those jobs. Without changing the signon date for QSECOFR

If someone goes into
http://youribmi:2001 and uses that to stop NetServer you will see the same
results. That is how I got these results.
