There is an API, category Hierarchical File System (HFS), IIRC.

I was finally able to get some response on my browser, and found the Move Library to ASP (QHSMMOVL) API that "moves a library and its contents from its existing auxiliary storage pool (ASP) to the specified target ASP through a save and restore operation. The API preserves private authorities to the objects that would normally be lost with a save and restore operation."

With the Private Authority (PVTAUT) feature of save\restore, that API would presumably have less value than prior to that capability; but there is a "Check dependencies" feature provided, because not all [objects\object-types] for a library can be /moved/ into other than the primary\*SYSBAS ASP.
