Or, it could be because, a few years a go, some people were advocating renaming or moving those commands (STRPDM, STRSEU, etc.) from QSYS to some other library, in order to encourage / force their developers to embrace and learn WDSCi or RDi.

Sounds like a problem during the install. The LICPGM install should make a copy the of the commands into the QSYS library. Might be a time to use the CHKPRDOPT to verify the install.
