Not the answer to the question you asked, but why not use SSH instead?
Just install ssh server on Windows:

i am currently using the rexec command from qsh to change the password
on windows server 2003 as follows:

rexec -u admin -p XXX 11.2.0.15 net user username newpassword /domain

We just updated windows server to 2012. This version does not support
rexec command. I've been trying to find a replacment for this. I came
across winrs. Synax example:

winrs -r:http://computername:5985 -u:domain\username "command"

My question is can i use some kind of web server on the iseries to
communicate with server 2012?. Im guessing it would be over port 5985 as

in the example above.
