That was a T&C change not a technical one (at least on the POWER 5 and above
systems) that was done with a feature code.
Earlier systems of course had a different copy of the LIC that did not start
DB/2 so it could be used outside of the system state. I don't believe that
exists any longer.
So the answer is you don't.
And for the record, V7R1 is still a supported environment (and will be for a
while since IBM has not announced anything yet) so it's not that way back.
Based on informal surveys at the COMMON Annual Meeting this week I'd say the
mix is about 60/38 V7R1/V7R2 with the other 2% at V7R3 already. Almost no
V6R1 or earlier reported.

Is that not more of a T&C issue than a technical one? I'm not sure there
is
a way outside of a feature code that's assigned when you purchase the
entitlement. I thought they had eliminated that series of feature codes,
although I rarely run into a Domino system that is dedicated any longer.
