It is not uncommon that the OWNER associated with a program running under
adopted authority have a higher access than that normally associated with
some lowlife like QPGMR. For example, someone with *ALLOBJ. Often this
is the reason for adopted authority on a particular program.

There are cases when you may not do that. For example, you are using an
ERP package where all the objects are owned by ERPPKGUSR and have *PUBLIC
*EXCLUDE. You may wish to change that 'one program' that does the SBMJOB
to be owned by someone else with a higher authority. Or grant the user
ERPPKGUSR *USE access to some higher profile.
