First of all let me say that I'm even more of a newbie.
But, what happens if you move this:
GET DIAGNOSTICS CNT2 = ROW_COUNT;
to
GET CURRENT DIAGNOSTICS CONDITION 1 CURSTATE = RETURNED_SQLSTATE;
GET DIAGNOSTICS CNT2 = ROW_COUNT;
Maybe the SIGNAL is throwing it off?
If still no good then put it before the first GET. Like can you do
multiple diagnostics against one statement?
All WAGs so take it with a grain of salt.

And, I did further reading. Apparently there is a way to get SQLERRD in
SPL. I do question why that would be needed for ROW_COUNT when there is a
ROW_COUNT. Unless it is a "condition" clause issue.
