Any active job sitting in MSGW will appear in
select *
from table(qsys2.active_job_info()) x
where job_status='MSGW'
An interactive job waiting on a message will be DSPW and not MSGW. But I
assume you're not doing this interactively.

If one of those jobs go into MSGW does it still end with an ending code 0?
For example
DSPLOG MSGID(CPF1164)
Message . . . . : Job 566898/QTMHHTTP/QHTTP ended on 04/26/16 at
00:00:01;
.032 seconds used; end code 0

As far as I know there is no IBM i Service which will query QHST directly.
