They tell you to shut down QHTTPSVR subsystem but you don't really need to
do that, just the *ADMIN server to fix it.

I see this a lot.. and my new V7R2 machine does it too.. not sure what is
broken. But, for now I haven't had the time to figure it out.

Luckily I only needed to use DCM.. if you need to get there, here's an
article that shows how to do it when the admin page is broken:
