Unfortunately, the action section is referring to QSYSLIBL and QUSRLIBL
together...

Wonder if IBM could be proded to clarify which libraries go in which list
for an upgrade.

I suspect the defaults should be taken into account.

Just so it's clear ... I'm not advocating for this, in fact I agree it
should be considered contrary to best practices.

I have a customer that insists that they need QTEMP in their system
library list and it's causing us some headaches.
