The internal search function is temporarily non-functional. The current search engine is no longer viable and we are researching alternatives.
As a stop gap measure, we are using Google's custom search engine service.

Yeah, I agree - RFE has this - and we've discussed it in requirements
committee meetings.
You might look and see if there is a thing at the bottom of the
requirement detail, to add comments. It used to be, IIRC. It might be
limited to admins, now, and I've suggested opening that up, then anyone
could add their thoughts.
The whole BOT thing might be problematic there, but I don't think that's
been behind how it is structured at this time. I'll keep asking!
