As I see it there are a few reasons to partition local tables

1) Data management, as you indicate. But note there are two sides, ATTACH
& DETACH/DROP
2) Query performance, full table/index scans may only need to scan a
partition
3) Benefits for SAVCHGOBJ, only 1 partition may need saved.

Since they've already shot down the idea of unbundling...perhaps we should
simply ask that it be made more accessible.

I for one can't justify $25,000 for a LICPGM for a new POWER8 box when the
hardware and the rest of the software only cost me $35,000.

I was hoping that the availability of partitioning in MS SQL Server and
Oracle would prove to be a nice stick to use. However, from what I've been
able to find, table partitioning requires the Enterprise Edition of both MS
SQL Server and Oracle.

I suppose that one could argue that DB2 for i is only available as an
Enterprise Edition :)

I'd certainly be willing to pay a reasonable cost for DB2 multisystem...

Multisystem has unique value and with IBM i 7.3, the value is increased.

My update:
Now that 7.3 is announced we can talk about how that value is increased.
However, we ain't shoveling out the money for DB2 Multisystem just for
local partitioning.
It just isn't worth someone's salary for a long duration just to be able
to change
delete from rco_hist where where year(system_end)=2014
down to
alter table rco_hist drop partition 2014
