An AS/400? You might be out of luck.

Now if instead of an AS/400, you actually have a relatively recent POWER
system running a relatively recent version of IBM i...

Then you've got lots of options.

IBM provided v1 of it's own Web Query product for free to customer who had
a license to Query/400.
Moving to v2 had some costs associated with it unless you were current on
maintenance for v1.

What constitutes a reasonable cost for you?

I suspect you'll probably want to look at open-source BI tools. Most of
them should support an ODBC/JDBC connection to an DB2 database on IBM i.

JasperReports is one I've heard of being used with the IBM i.
