When I say "Neaten the cable later" I really mean same day but after
production is resumed. You are absolutely correct that if it's delayed
even until "tomorrow" it will never happen. But if the same technician
that routed the cables is still there swill working then risk is minimal
(though not zero) and the project can be completed. The 'neatening' is
just off the critical path that way.
You are absolutely correct that virtualizing everything reduces cables
incredibly well. Just yesterday we completed a migration where the
customer moved a Power5 and an i810 to Power8. From four cabinets, 8
power connections, 4 HSL Cables, 3 SPCN cables, 6 Ethernet cables, and
two SCSI Cables down to One cabinet with 2 power, 5 Ethernet and two
SAS. And it's so much faster they though web pages were stuck because
they refreshed instantaneously!
Then consider they have a model 400 still in production in another
facility and asked what I would need to virtualize that as well. I said:
"About 8 hours." What about software and hardware? Of course the answer
is "None." Plust I don't even need to be on site." P.O. forthcoming. :-)

As far as "hurry up the cables and clean them up later" I've discovered
they never get cleaned up. Ever. It get's deemed too disruptive.
I will say that going from Power 6 to Power 8 and virtualizing ethernet,
virtualizing fiber channel tape, getting rid of numerous enclosures of
smaller disk drives and all IOP enclosures, is one awesome way to clean up
cables. Since he's coming from Power 7 he won't be having near the "crap"
that I had with Power 6. It was amazing to see how little rack space the
system took compared to Power 6.
