And you would need the program either in your library list or the
command has to be qualified. What does WRKOBJ OBJ(*ALL/DLTOLDSPLF)
OBJTYPE(*PGM) say?

It works fine in 6.1, and 7.1 at least. It's not an IBM supplied command
or program, so you would need to have the program on your system.
