SAVRST runs over SNA. SNA is all shut down when systems are in restricted condition.

You will need at a minimum the controlling subsystem, QSYSWRK, QSERVER.

Then you will need your TCP/IP Interfaces up and running to carry the traffic. Given SNA today rides on Enterprise Extenders (Preferred) or Anynet (NOT Preferred) that needs TCP/IP.
