Clearing QTEMP after a web request is assuming all the web requests are
serial and not happening fast enough that more than one might be in process
at a time.


CGI requests ARE serial. An individual CGI job will never process more than
one request at a time. The files in QTEMP could be safely created in an
initialization step (when the JOB is started), then cleared before or after
each new request.
