Because CPA7025 is an inquiry message, not an escape message.

MONMSG doesn't deal with inquiry messages.

Use Work with System Reply List Entries (WRKRPYLE) to add a reply for the
message and INQMSGRPY(*SYSRPYL) in CHGJOB or on you SBMJOB command to get
your job to use the system reply list.
