Prompt the CHKOUT and CHKIN commands, and you can read the help text.

CHKOUT marks the IFS streamfile as "checked out" to a User Profile.
Then, no one else can modify it until that user checks it in again.

So, this could prevent you from modifying an IFS streamfile. You can tell if
a file is checked-out by looking at the attributes, e.g. from WRKLNK, use
option 8=Display Attributes.

I can see in the documentation that these are actions to be taken, but
I do not see a description of what these actions actually do.

Does this is anyway have anything to do with why I cannot seem to edit
a file in the IFS that everyone has full authority to?
