If you press Help on the row, you get the following:

Change Date/Time - Help

The date and time of the last change to the user profile.

There are automatic operations done by the operating system that can
cause the change date/time field of a user profile to be updated. For
example, when an object is deleted for which a user profile has private
authority, the system will update the change date/time field of that
user profile as it removes that private authority. Security audit
records are not written for automatic operations that cause a change to
the user profile; however, the function that caused the automatic
operation may be audited. For the preceding example, if auditing is
turned on for object deletions, a single Delete Object (DO) audit record
would be written.
