Adding leading zeros isn't necessary if you're using %DEC to get the
numeric value. %DEC assumes that the string contains a readable number,
like '-123.45'.
The leading zeros are only necessary if you use MOVE, which assumes that
the character value has the same layout as a zoned decimal value (for
example '01234N', for -0123.45).
