I recently had the same issue with several million pages.

IBM_i generated the PDFs file relatively quickly but the output was greater than 3 GB and could not be opened.

My solution was to break up the report into smaller files like chapters in a book, much easier to handle and print.

As this was an archiving exercise, I then used a simple spreadsheet as a index to each file using a hyperlink to open each chapter. Then adobe reader worked normally.
