I think leaving 23 open while you complete the client change is an
acceptable solution. This allows you to monitor port 23 usage, track down
the PC and change it.

The problem is when you use some proxy. For example, if you were using
something like IBM's Edge server. Everyone telnet's to MYIBMi. Which is
actually only a port on Edge that is set up to route them to either
myibmi1 or myibmi2 depending on who is active at this time. In that case
everyone ends up coming from the Edge server.
We don't do this for port 23 but we do use Edge for a lot of other stuff
and the fact that everyone came through as that address made it hard to
find the end clients.

Kind of like NAT, but different.
