The ODBC drivers come in a separate directory called Win_AP or Linux_AP.
There's a setup.exe in there which will install those drivers.
You get the 'AP' separate from the 'base package'.
The base package can be downloaded from the Access web page.

The Application Package needs to come from ESS. At least, that's where
I got mine. It actually does say that on the Access web page, down near
the bottom.
