OK, you've already got a lot of responses explaining pretty well that
(1) you don't need RPG at all for what you want to do, and (2) even if
you choose to use RPG anyway, you don't need DDS.

But I feel like mopping up, so:

You *can* compile RPG from an IFS (stream) file. The CRTBNDRPG command
takes the parameter SRCSTMF, which you can optionally use instead of
SRCFILE and SRCMBR. I don't know when SRCSTMF was introduced; I guess
it's possible that very old systems don't have this.

Finally, since I know java, would I have an easier time doing it there and
forgetting this whole RPG exercise? Any caveats to calling RPG APIs from
java?

As you've discovered, there's no need to resort to Java here. Speaking
in general terms, I would say that nowadays you can do almost anything
you care to do using just SQL. A lot of catalogs and functions are
exposed via SQL on recent versions of the i. Check these out:
