I have been very happy with IBM i Web Navigator for this sort of chore.
It runs on IBM i, is reached via web browser. For example:
https://10.1.0.38:2005/ibm/console/logon.jsp

If someone were to ask me to write a program to automatically enable
these users I would politely refuse. Manual review is very important
even for cases of honest 'I forgot my password' because sometimes these
are the result of things like obsolete cached passwords in Windows
programs, etc which need to be addressed or the profile will simply be
disabled again very quickly.

And then of course there is always the rogue person who tries to guess
someone else's password in order to access menus he is not actually
authorised to...

I use security auditing in addition to simply looking at newly disabled
profiles in order to have a better view of when people are up to.
