From the documentation for that tool:
The printed output from the DSPMSGD command is used as input. The
output is only readable for lower or upper case English. There is an
API for retrieving a message description, but it does not provide as
much information as the printed output.

Near as I can tell the "ONLY" api to find the list of messages in a
message file is DSPMSGD.

I've submitted a DCR to get a SQL service to do this.
Let's see who comes first; the chicken or the egg. Maybe they'll use
internals...
