If you change that URL to:
http://www-01.ibm.com/support/knowledgecenter/ssw_ibm_i_72/rzalv/rzalvcnfg.htm
you will see instructions about selecting the menu items:
Security > All Tasks > Enterprise Identity Mapping > Configuration
If you change that URL to:
http://www-01.ibm.com/support/knowledgecenter/ssw_ibm_i_71/rzalv/rzalvcnfg.htm
you will see instructions about selecting the menu items:
Network > Enterprise Identity Mapping
Then right-click on "Configuration" to launch the EIM
Configuration Wizard.
(No need to upgrade to IBM i 7.2 to get this functionality; there is just
a slightly different menu navigation to get to it in iNav on IBM i 7.1.)

To maintain Kerberos in the "IBM Navigator for i" web thing you expand
Security, All Tasks, Enterprise Identity Mapping.
Unlike most of the other products which has an "All Tasks" as seemingly a
repeat of what was just above this one actually had an additional item.
