On IBM i 7.1 and 7.2 QDFTJOBD is in QGPL.
I have all those listed users. They all have QGPL/QDFTJOBD on our
machines.
I suspect you had a disrupted INZSYS or did an unsupported migration path
(perhaps came from > x-2, restored security from an earlier release on to
a new release on a new box, or some such thing).
