yeah, think it starts when you upgrade to 7.1 (6.1?).

I hadn't installed it either when I was looking into it.

If you know you want to use it, I'd go ahead and pay the reinstatement and
start with 2.1.

In my case, I went ahead and installed v1 and played around a bit. But we
are going with a new ERP system that includes Cognos, so no reason to pay
to get to v2.
