I can appreciate the argument for make vs buy. At one time we consulted
out some jdbc work into SQL Server. We'd probably do our own now.

One argument for make over buy is less reliance on the external vendor.
When picking a vendor you want to ensure that your vendor will be ready to
go to r-next on GA date and actively participates in IBM's Early Ship
program. You do not want to get a vendor who says their product requires
java version such and such which stopped being supported after V5R4. There
are too many vendors who lag a year or more behind IBM's releases.

We have some lpars still on 7.1 because they're are running a WAS based
application that's not supported on 7.2. Their solution is to migrate to
their newer version. However the consultants are on their 8th month of
this and we're in the process of just setting up a cloud based solution
and forgo their new version.
And this is even canned unmodified software.
