This is a new file and process so nothing else is using it at the
moment. When I call the service program procedure from a test
program on the same system (bypassing the "web service" aspect of
it), it works (because the file is in my library list, and the file
is only in one spot - a library we call CCDLIB which is a library
where we house common processes).

The level of authority this user has right now is very high (needs to
be scaled back) so I don't think it's authority related.

I am unclear about the conversation considering authority or locking, but the original msg CPF4131 is a /level check/ error. Review of the message in the server job should reveal the value of the library name in the replacement variable &3, thus identify the library name of the file found with the member being opened; "Level check on file &2 in library &3 with member &4." Not sure if that is helpful, but seems to be more on target than allusions to locking\authority.?
