I am duplicating some files from an older system to a new system on V7.1.

The files are owned by QPGMR and all users are on the group profile QPGMR.

On the new system, I created a new group profile and attached the
programmers to that profile as group members. I am doing this to clean up
poor practices.

Problem:

Restoring the files onto the new system, the authorities do not appear to be
working ( as I expect them to). The group authorities are not working and I
have found that I need to specifically grant authority to the library and
objects to the specific users.

I have also had to give *SAVSYS to the programmers so that they can restore
objects. I believed this was required to save the entire system.

It's been a while since I built a system from scratch. Have these
authorities been changed since V5?
