Go check this system value for the list of your supported ciphers: QSSLCSL.
Whether TLS 1.2 is supported or not depends on your OS version. If you're on V7.1 or up you're ok.

The server and client app will each have their own list of supported ciphers, listed in order of preference. The cipher used for the session is the best match. Are you trying to find out what ciphers the server offers or the client? Is this the IBM i ftp server?
