If you do a DSPOBJD of the library(schema) containing that journal, does
it have this set?
Usage data collected . . . . . . . . : NO
Maybe you can enhance this:
select *
FROM TABLE (QSYS2.OBJECT_STATISTICS('myschema','JRN') ) AS X
with this:
http://archive.midrange.com/midrange-l/201401/msg00310.html
and see if there's a pattern with last used date and journals.
Doing a DSPJRN didn't seem to change it.
