TOSTMF('/BACKUP_TEST')
STMFOPT(*REPLACE)
CVTDTA(*NONE)

Note that CVTDTA is ignored for save files.

The names are double-checked correct. What am I missing?

Well, if /BACKUP_TEST is a directory, then what you're missing is that
the parameter wants the name of the destination stream file. This was
listed as one of the possible causes in the message text you quoted.
