First, I think it may be worth mentioning that there's no XLPARSE2
command. You appear to be using XLSCONVERT, which is one of the
commands in the XLPARSE2 library.

I don't use any part of XLPARSE2 myself, so I can't answer why it
sometimes seems not to work. I will say it's not surprising that it
can't always identify the "record type" correctly, because Excel
doesn't even have such a concept.

My suggestion is to ignore the record type (in other words, just use
SETOUTID(*NO)) and then use your own logic to identify or skip any
title or column heading rows. You will know just as well or better
than XLSCONVERT what kind of rows are supposed to be where.
