Getting SP error making progress

OK now trying SP but getting error, what is the syntax I am off?

DECLARE CURSOR_ CURSOR WITH RETURN FOR
SELECT * FROM ASTDTA.REFERRF;
OPEN CURSOR_;
END

SQL0084 - SQL statement not allowed.
