As far as the qiplsTs system value a 2 indicates 2=Restart IPL. This
seems to indicate:
"Restart IPL. IPL occurred when the Power Down System
(PWRDWNSYS) command with RESTART(*YES) was issued. "
At least according to the help on that system value.
I issued one last night on a 7.2 machine and DSPLOG shows this:
CPI0995-PWRDWNSYS command issued with parameters specified.
CPF0901-PWRDWNSYS command issued by user ROB and is being processed.
CPF0930-PWRDWNSYS command in progress.
And if you press help on the CPI0995 you will see:
The Power Down System (PWRDWNSYS) command was requested by
job 013487/ROB/DSP010000 with the following parameters specified:
-- How to end *CNTRLD
-- Delay time 120
-- Restart options *YES *SYS
-- IPL source *PANEL
-- End subsystem option *DFT
-- Timeout option *CONTINUE

Personally, I did a WRKACTJOB SBS(QCTL) and did a 5 on the subsystem
itself and then a 1 to see it's start time. Dropped back a few minutes
from that in my DSPLOG and that's how I found these messages.

You may want to see how that is traditionally started. Does one have to
manually start something? Did some subsystem autostart job fail? Does
this vendor package rely upon some now failing piece of hardware?
