It seems that this contradicts you previous statement that UTC is adjusted for daylight savings.

Eastern Standard Time is UTC -5:00
Eastern Daylight Time is UTC -4:00
QUTCOFFSET is automatically adjusted based on the QTIMZON system value.
QUTCOFFSET is display only.
