I would prefer to keep the application code and database on the i. I
have some basic Ruby on rails experience. I built a web site years
ago in PHP and last year did some Proof of Concept work using PHP to
make api calls that returned JSON. I do have some limited C#
experience and access to a server .net code. I’ll give anything a
shot.

I'm pretty sure the COMMON YiP group has gotten Wikimedia to work well on the i. It's written in PHP.
