As of 7.1 you now have a DBGENCKEY parameter on the various create commands - ILE only that I can see.

Personally, I would address that before I'd worry about leaving debug in

I don't think this is a hypothetical case of 'what happens if I
accidentally leave debug data in a program' but it won't be the first
time I'm wrong today.
